What does Frisco require for a residential pool?

The City requires a pool construction permit for home in-ground pools, above-ground pools, spas and splash pads. Fences around a pool must follow the 2018 International Swimming Pool and Spa Code, as amended by the City.

The City's checklist sets a barrier height of at least 48 inches, measured on the side away from the pool. Walk-through gates must close and latch on their own and open away from the pool. Chain link is not allowed as part of the fence. The fence must sit at least 20 inches from the water's edge.

What if the house itself forms part of the barrier?

Sometimes a wall of the home serves as part of the barrier. Then the City requires a signed Certification of Pool Protection Device Installation before the pre-plaster inspection. The homeowners' signatures must be notarized. Ask the seller for that form along with the permit and final inspection.

What should a pool inspection cover?

Clay soils that swell and shrink are common in the Dallas–Fort Worth area. That movement can stress slabs, decks and pool shells. Ask an inspector to check for cracks, leaks, gaps at the deck and the age of the equipment. Review any foundation repair records.

State pool-yard law, Health and Safety Code Chapter 757, covers apartment and property owners' association pools, not private backyards. HOAs often add their own fence and equipment rules.
